Rates & Information

As a not-for-profit corporation Citizens Electric charges members at rates that will recover the cost to supply electricity, maintain electric equipment and lines plus a small percentage for operating expenses. Any revenues that exceed operating expenses are placed into capital credit accounts for members and refunded at the board’s discretion based on the co-op’s financial condition.

Rates are determined based on the rate schedule for each class of service. Charges consist of the monthly Customer Charge, energy charge(kWh), demand charge (when applicable), outdoor lighting (when applicable), purchase power cost adjustment (PPCA), late fees and taxes.

Service Availability - The minimum monthly amount that your account is billed, regardless of usage. This charge is the minimum amount that it costs the corporation to have electric facilities available to serve you and to maintain your account. For more information, click here.

Energy Charge - Energy is charged by kilowatt-hours (kWh), a measurement for electricity that is equal to using a 100-watt bulb for 10 hours.

Demand Charge - Some commercial and industrial members are billed a coincident and/or non-coincident demand charge. Demand is measured in kilowatts (kW), a unit of electrical power equal to 1,000 watts or 1.341 horsepower.

A Purchased Power Cost Adjustment (PPCA) A Purchased Power Cost Adjustment (PPCA) can be assessed due to fluctuations in the cost of fuel (used in generating electricity). The PPCA can be a charge or bill credit depending on costs related to purchased power.

Late Fee - A charge that is assessed at a rate of 1.5% of any unpaid balance.

Taxes - CEC is required to collect taxes for the local and state governments. These also include gross receipts and franchise taxes.

Capital Credits - As an owner, excess revenues are credited back to your "capital credits" account annually. Each year, the Board of Directors determines when some portion of your capital credits may be refunded while ensuring the co-op's financial health.
