William Odneal, President
Ste. Genevieve & St. Francois County Representative
Dr. William Odneal practiced optometry in Ste. Genevieve for 40 years before retiring in 2023. Graduating from Indiana University School of Optometry in 1978, he has been a lifelong member of the American Optometric Association and the Missouri Optometric Association. He is a member of the Ste. Genevieve Catholic Church, the Ste. Genevieve Chamber of Commerce, a past president of the Ste. Genevieve Lions Club, and has served on the Valle Catholic School Board and Ste. Genevieve Golf Course Board.
Dr. Odneal was elected to the Citizens Electric Corporation board of directors in 2003 and currently serves as board president. During his time serving the membership, he has served in several additional capacities; board treasurer, secretary, and vice president, including special committees such as transportation and risk oversight. Odneal is passionate about serving Citizens Electric members and assisting them to have a voice in their cooperative. Throughout his board tenure, he received the Credentialed Cooperative Director Certificate and the Board Leadership Certificate from the National Rural Electric Cooperative Association. Dr. Odneal has been married for 45 years and has four children and nine grandchildren.
Derek Miesner, Vice President
Perry County Representative
Mr. Miesner resides just outside Brazeau in Perry County. He is a graduate of Southeast Missouri State University with a major in Agri-business and a minor in Geographic Information Systems. He currently works for the United States Department of Agriculture under the Natural Resources and Conservation Service surveying, designing, and inspecting different engineering practices on agricultural land for farmers and other landowners. He has worked in this line of business in both the Perryville and Jackson offices since graduating college in 2008. Mr. Miesner has previously served as the secretary for the Perryville Future Farmers of America (FFA) Alumni and the treasurer for Concordia Lutheran Church in Frohna.
Mark Wengert, Secretary
Perry County Representative
Mark Wengert is a self-employed farmer in Perry County, where he has been a life-long resident and an active community member. He retired from BBL Buildings and Components after 31 years of service. He served on their board of directors for 12 years and as a corporate trustee for two years. Wengert has served on the Christ the Savior Parish council for four years, as a board member for the Farm Service Agency (FSA) in Perry County for the past nine years, is a member of the Knights of Columbus Council #1263, St. Vincent DePaul Parish, Christ the Savior Holy Name Society and the Missouri Farm Bureau.
Wengert is a lifelong member of the co-op and was first elected to the Citizens Electric Corporation board in 2018, serving as secretary for the past two years. Previously, he has served as treasurer, and served on other special committees such as risk management, and chaired the transportation committee. He received his Credentialed Cooperative Director (CCD) certificate in addition to the Board Leadership Certificate demonstrating understanding of competencies by participating in ten courses: duties and liabilities, electric business, operations and process, strategic planning, and financial decision making. Wengert has been married for 36 years and has two children and two grandchildren.
Glen Weible, Treasurer
Ste. Genevieve & St. Francois County Representative
Mr. Weible resides in Ste. Genevieve County. He received a bachelor's degree in Ceramic Engineering from the University of Missouri-Rolla (now Missouri S & T), and a master's degree in Technology Management from Southeast Missouri State University. He has 30-plus years of experience in manufacturing, including various engineering and management roles while working at General Motors, MOCAP, and TG Missouri. He currently serves on the Engineering and Technology Advisory Boards for Southeast Missouri State University and Mineral Area College.
Rodney Scherer, WVPA Director
Ste. Genevieve & St. Francois County Representative
Mr. Scherer retired from Mississippi Lime after 47 years of employment. Most of his career was in a supervisory/management position. He is a life-long resident of Ste. Genevieve County and a graduate of Valle High School. He is a member of the Church of Ste. Genevieve, Knights of Columbus Council 1037, Partners Auxiliary SGCMH, Ste. Genevieve County Community Foundation Board, Ste. Genevieve County Memorial Hospital Board for the past 35 years and served 33 years as president and president of Ste. Genevieve Sportsman Club. Past president of Church of Ste. Genevieve Parish Council, past Grand Knight Council 1037, past president of Valle Athletic Club.
Richard DeWilde
Perry County Representative
Mr. DeWilde is a Certified Public Accountant with a practice in Perryville since 1983. He is a life-long resident of Perryville and a graduate of Southeast Missouri State University with a Bachelor of Science degree in business administration with an accounting major. DeWilde has served on the First State Community Bank’s board of directors, Lake Perry Lot Owners’ Association’s board of directors, and Perryville Development Corporation. He is also a member of the Perryville Chamber of Commerce and a 4th Degree member of the Knights of Columbus Council #1263. DeWilde was elected to the Citizens Electric board of directors in 2004 and is a past president of the board.
Donald Fulford
Perry County Representative
Mr. Fulford resides in Perryville and is the President & CEO of the Association of the Miraculous Medal as well as a founding board member and past president of Missouri’s National Veterans Memorial. He earned a bachelor’s degree from the University of Kentucky, a master’s degree from Western Kentucky University, and holds a certificate from Stanford University School of Business. His prior work experience includes CEO of Feeding America Kentucky’s Heartland and was Governor Steve Beshear’s appointed member of the Agricultural Commodities Advisory Committee for the state of Kentucky. He proudly served on the Nolin Rural Electric Cooperative’s Member Advisory Committee from 2006- 2014 – helping to keep costs low and community satisfaction high. He was awarded the 2019 Missouri’s Community Betterment Adult Leadership award for his leadership in Perry County.
Thomas Keim
Ste. Genevieve & St. Francois County Representative
Mr. Keim retired as CEO of Ste. Genevieve County Memorial Hospital leading the hospital through multiple building projects and an expansion of services. He serves on the Missouri Hospital Association (MHA) Board of Directors including their Finance, Executive, Trustee Communication/Education, Rural Hospital, Political Action, and Quality Committees. In 2014 he received the MHA Visionary Leadership Award and in 2015 was recognized nationally as Becker’s “50 Rural Hospital CEO’s to Know.” In 2017, Mr. Keim was awarded the Chamber’s Presidential Award in “Recognition and Devotion to enhance the quality and life in the county.” Locally, he has served on the Ste. Genevieve County Chamber of Commerce Board (served one term as President) and for the last 10+ years on the Industrial Development Corporation, SEMO Regional Planning, plus numerous city and county strategic and steering committees.
Rex Meyr Sr.
Cape Girardeau County Representative
Rex Meyr resides in Jackson. He has owned Shawneetown Feed and Seed for over three decades. He received his bachelor’s and master’s degrees in agriculture from Murray State University. Meyr taught vocational agriculture at Oran High School for four years before purchasing Shawneetown Feed and Seed. He attends Trinity Lutheran Church in Shawneetown where he held several offices and currently serves as president. Meyr also served as a member of the Montgomery Bank Advisory board, the Farm Bureau board, the Industrial Development Authority of Cape County, and Lutheran Home for the Aged board.
Meyr was elected to the Citizens Electric Corporation board of directors in 2021. One of his achievements throughout his service on the board consists of completing the Credentialed Cooperative Director Certificate through the National Rural Electric Cooperative Association. He brings a rich background in business and an intimate knowledge of the Citizens Electric community to this position.
Doyle Oehl
Cape Girardeau County Representative
Mr. Oehl operates a family farm in Jackson. He is a graduate of Southeast Missouri State University with a degree in Agri-Business. He has worked in the Farm Credit System and served as the Director of the MFA and as a member of the MFA Advisory Board. He was elected to Citizens Electric’s board of directors in 2001 and received his Credentialed Cooperative Director Certification in November 2005, Board Leadership Certificate in October 2008 and Director Gold Certificate in January 2016 from the National Rural Electric Cooperative Association.
