Service Availability
The Service Availability Charge helps cover all of the costs associated with building and maintaining an electrical system capable of delivering reliable power 24/7. This includes items like poles, electrical wire, transformers, substations, meter testing, buildings and maintenance, insurance and much more.
Peak Period
1:00 p.m. - 7:00 p.m., Monday - Friday not including weekends or major holidays.
On-Peak Demand
On-Peak Demand is the highest hourly electricity usage that occured during the peak period.
Purchased Power Cost Adjustment (PPCA)
A Purchased Power Cost Adjustment (PPCA) can be assessed when CEC experiences fluctuations in the cost of purchasing demand, energy or related transmission service(s) from its power supplier (generator). The PPCA can be a charge or bill credit depending on costs related to purchased power.
Late Fee
A charge that is assessed at a rate of 1.5% of any unpaid balance.
Taxes
CEC is required to collect taxes for the local and state governments. These also include gross receipts and franchise taxes.
Capital Credits
As an owner, excess revenues are credited back to your "capital credits" account annually. Each year, the Board of Directors determines when some portion of your capital credits may be refunded while ensuring CEC's financial health. To find out more about your capital credits account, contact us.
Rates
Rates are based on the rate schedule for each class of service. Charges consist of a monthly Service Availability Charge, energy charge (kWh), demand charge (kW) (when applicable), outdoor lighting (when applicable), purchased power cost adjustment (PPCA) (when applicable), late fees and taxes.
Effective April 1, 2024 rates will change to the following:
Rate 1 - Residential & Religious
Service Availability - $29.00 per month

Rate 3 - General Service/Single Phase
Service Availability - $30.00 per month
Energy Charge ………………… $0.1192 per kWh
Rate 7 - General Service/Three Phase
Service Availability - $42.00 per month

Rate 5 - Large Power Service
Service Availability - $127.00 per month
Energy Charge……………. $0.0614 per kWh
Demand Charge……………. $15.86 per kW
Q: Why are rates increasing?
A: Rate increases originated in 2018 with Wabash Valley Power, Citizens Electric Corporation’s wholesale power supplier. 80 cents of every dollar spent on power costs goes to Wabash Valley Power. The latest projections from Wabash forecast even higher wholesale rates over the next few years.
Q: How much will rates increase?
A: The base residential rate will increase from 11.71¢ to 12.12¢ per kilowatt-hour. For an average household that uses 1,000 kwhs per month, that would mean an additional $4.10 (excluding taxes). The service availability charge of $29 per month remains the same as it was set in 2015.
Q: When will my bill change?
A: Use in the month beginning April 1 will be billed at the new rate. Members will see the cost on their May bill.
Q: How will this rate increase affect the co-op’s profits?
A: We are a not-for-profit, member-owned corporation. We exist to serve our members with reliable, affordable power, and any margins we receive over expenses are invested into the electric system and ultimately refunded to member-owners in the form of capital credits.
